The Ministry of Higher Education (MoHE) is responsible for University Education, Vocational Education and Training as well as Science, Technology and Innovation. The Ministry was created during the Presidential State of the Nation to officially open the Fifth Session of the Eleventh National Assembly Address in September, 2015. The Presidential decree provided for the split of the then Ministry of Education, Science, Vocational Training and Early Education into Ministry of General Education and Ministry of Higher Education.
The Ministry has the overall mandate of formulation and implementation of Government policy on higher education, skills development through training at technologist, technician, and craft levels in technically oriented programmes, and Science, Technology and Innovations (STI). The Strategic objectives of the Ministry are to increase access to, and promote the efficient and equitable quality university education, labour-market relevant technical, vocational and entrepreneurial skills, and enhance research and development as well as strengthen the commercialization, transfer and diffusion of technology and innovation.
